On May 8th, 2021, Maroodijeex Regional Court released on bail with a three arrested candidates, Qaasin Aadan Saleebaan, a parliamentary candidate of Wadani Party from Sool Region, Abdillaahi Hirsi Hassan and Abdirahman Yusuf Ali of UCID Local Council candidates from Berbera and Hargeisa city councils. Also, the Court suspended the arresting warrant of a two female parliamentary candidates, Kubra Hassan from Togdheer Region and Canab Abdi Hirsi from Sool Region.
On May 6th, 2021, All detained supporters of Aamina Cilmi Fariid, a parliamentary of UCID Party from Awdal Region were released on bail.
On May 1st, 2021, Sources confirmed that three more supporters of Aamina Cilmi Fariid, a parliamentary candidate of UCID party from Awdal Region, were arrested in Borama. The names of the arrested candidates are:
On April 30th, 2021, Sources confirmed to both the Election Monitoring Office & ISCO Somaliland, that 8 people including 3 traditional leaders were arrested in Borama, who were supporting Aamina Cilmi Fariid a female parliamentary candidate of Awdal Region from UCID Party. The detained supporters including intellectuals, businesspersons and traditional elders were campaigning to secure support to the female candidate. The names of the detained supporters are:
On April 28th, 2021, The Somaliland’s Police said that they have a court warrant to arrest two female parliamentary candidates from UCID and Waddani. According to the press statement posted in the Police’s Verified Facebook Page, the police are looking for to arrest Kubra Hassan Mohamud of Wadani Party from Togdheer Region and Canab Cabdi Aw Xirsi of UCID party from Sool Region. The Police also said that they are investigating other candidates who have a forgery certification.
On April 28th, 2021, the Somaliland Police detained Cabdiraxmaan Yuusuf Cali, a Local Council Candidate of UCID Party for Hargeisa City Council.
On April 26th, 2021, the National Electoral Commission issued a press statement clarifying that the candidates in the final list have immunity and it is not allowed their detention. NEC informed and called the relevant government institutions to abide article 26(2) of the Election Law (Law No. 91/2020) which is mentioning that the candidates cannot be arrested unless involved in a crime. The National Electoral Commission called the relevant government institutions to respect article 26(2) of the Election Law.
On April 25, 2021, Somaliland’s Independent Civil Society Organizations (ISCO) visited Hargeisa central police station where Qasin Adan Saleman is Detained and he told that his detention is purely political. His family told ISCO members that the health condition of Mr Qaasin Adan is alarming because, for last 48 hours he didn’t take any medications that he was supposed to take it. His family confirmed that the police arrested him without warrant, & didn’t inform him the nature of his detention.
On the other hand; On April 25th, 2021, The Interim Chairman of Wadani Party Abdulkadir Jirde held a press conference and told the media that the Police tried to arrest Kubra Hassan Mohamud, the Only Female Parliamentary Candidate of Togdheer Region. He said that the police stormed her home and once they couldn’t find her, put out a city-wide search and are still looking for her. Kubra Hassan Mohamud is included in the final candidates list.
On April 23, 2021, The Somaliland Security Forces arrested two candidates from UCID and Wadani Political Parties, in Hargeisa. Sources confirmed to the Election Monitoring Office of Center for Policy Analysis that Qaasin Adan Saleeban a parliamentary candidate of Sool Region from Wadani Party and Abdullahi Hirsi Hassan, a Local Councilor candidate of Berbera from UCID Party were arrested in Hargeisa. The government didn’t give any explanation related to their arrest. Both UCID and Wadani Political Parties condemned the arrest of the two candidates and called the National Electoral Commission to take an action. Both Wadani and UCID Political Parties said that the police refused to visit these arrested candidates.
On Friday, April 9th, 2021, the security forces arrested Sh. Ibraahin Abdi Xuseen, a parliamentary candidate from Maroodi-jeex Region and also the secretary for Religious affairs of UCID Party. The government did not give any clarification related to his arrest. the candidate is still in prison without charges. Sh. Ibraahin Abdi Hussein was released after month and half, while he accused the government that they blocked his candidacy.
On March 31st, 2021, The Spokesperson of the Ruling Party of Kulmiye Abdinaasir Buuni mentioned that several candidates from his party were arrested in both Awdal Region and Caynaba District of Sool Region. The Spokesperson did not give further information related to the number of arrested candidates and the dates arrested.
On March 25, 2021, Somaliland Security forces arrested Shucayb Mohamed Muuse, a parliamentary Candidate of UCID Party from Maroodi-jeex Region. Shucayb was a former cabinet minister and a former an elected local councilor in Gebilay District. When arrested, he was the shadow minister of Agriculture of UCID Party. On April 8th, the security forces released Shucayb Mohamed Muse without any charges.
On February 08, 2021 Somaliland Security Forces arrested two candidates from UCID party who was preparing to launch their candidacy. The Security agencies who arrested and the government did not give any explanation related to their detention. But the Opposition parties and the Civil Society including Center for Policy Analysis condemned the arrest of the candidates. Raage Ahmed Yuusuf was running the House of Representatives of Maroodi-jeex Region, while Mohamud Ahmed Jama was running the Local Council of Hargeisa. the two candidates were released on March 07, 2021, nearly after one month of their arrest without giving any justification for their detention.
For the last three months, nearly 7 candidates were arrested, 6 of them were candidates from UCID party and one from Wadani Party. Three of them were released without any charges, four are still detained while the police are looking for two female candidates to arrest.
Article 26 of the Election Law is directly stated that the approved candidates legally enjoy public officer privileges (legal status), “Candidates, polling station staff of election offices, and parties’ agents cannot be subject to an arrest during the election time unless they are not caught in a felony” Article 26(2) Law No. 91/2020.
Article 11 (1) of the code of conduct is stating “It is prohibited the use of Somaliland armed forces including the Police, custodial corps, intelligence, and the national army to be used to suppress Political Parties, candidates, and their supporters.”
